In previous years, I believe the BIPA was just a blend of the Stout and IPA (according to one cashier who was willing to fill it up when the original was not on tap). Do we think this is a different beer now?

I would guess its still a blend. There was quite a bit of roastiness in there. But I think they dry-hop it post-blend.
Doc's foot was good. I wouldn't say it was super similar to mine but fairly close. Mine was more plummy, where this one was very cherry. It almost reminded me of cherry cola. Very good though. I'm happy with it. I have another bottle. I'll bring it to a meeting sometime soon.
I put up a post on BA seeing if I can find any for trade.
