1.004 isn't necessarily bad as I believe they are calibrated to read 1.000 in water that is 15 or 20 deg depending on the hydrometer. Since water is more dense at 4 degrees, it could be reading 1.004 and still be accurate.

I feel like I'm back in high school chem haha, I'll have to check the temp and try it again tonight.
