The valve on the chugger here is intended to throttle the pump, but I'm recirculating into the kettle through a ball valve (after my plate chiller)
Could I just use the top valve on the kettle to throttle the pump?
Do I have an unnecessary ball valve here?

There is a ball valve coming out of the bottom of the keggle that you can't see that is NEVER restricted (don't want to tax the pump). I've also never found the need to throttle the chugger in my system.
I guess I should clarify that I want to REMOVE THE BALL VALVE FROM THE CHUGGER and (when necessary) throttle the flow back into the kettle with the top ball valve AFTER the wort travels through the plate chiller.

Yes, I think you'd be OK to remove the valve at the pump.

If you throttle at the keggle, watch the pressure on your silicon hoses. You don't want to pop a hose while recirculating.
