The only reason I have the fiddle block with cam cleat is because I bought a small used sailboat a while ago to fix up and sell. There was an extra one with the boat.
Anything to do with sailboats is expensive but if you look around you should be able to find a cheap one. The auto locking cam cleat makes holding the bag at any height a snap. Just yank it into the cleat and it locks in place, another quick snap releases it. try kijij and used boat shops or even ebay.

I have something similar it came with my roof rack and kayak stacker for my car, I'm sure theres a rack store somewhere in HFX, or like X said MEC carries all kinds if crap like that

Good idea. Just put the cam cleat on the tripod, or whatever you have, and use a regular small block and tackle or single pulley.

Mounted on a 2x6 and mounted to the lift structure (clamped or screwed).
