Organizing a competition

Looking for some input here from the people that were organizing the Brewnosers competition last year and others that have been involved with hosting a competition before.
I am in the organizing committee for a competition here in Iceland, it is quite small, but I am trying to figure out how to make the judging as fair as possible.
We have 4 categories:
Small (o.g. lower than 1.060)
Big (o.g. higher than 1.060)
Specialty IPA (Black, White, Rye)
Sour beers
We will have 14 judges, mostly brewmasters and experienced bartenders. No BCJP certified judge involved at the moment.
We expect 50 entries or so, I would guess 8-15 per category.
How would you divide the number of entries up between judges?
I was thinking having 1 table of 3-4 judges per category, and then have all 14 judges pick the best of show from the top two per category.
How many beers can be judged in one session?
Any input would be appreciated.
