I'll definitely make an effort to get some stuff into this one. I missed the deadline on the CABA one with my move.
I noticed they want 3 bottles of each entry which is unusual in my experience. Kind of sucks because I've got 2 bottles of a bunch of different beers I brewed over the last year.

I sent them an email just to make sure it is open nationally. It doesn't actually say anything about whether you have to be from the capital district or not.
I noticed that the Toronto beerweek comp is only open to southern Ontarians this year.

It is not against any Bureau of Alcohol, Tobacco and Firearms (ATF) regulations or federal laws to ship your entries via privately owned shipping company for analytical purposes. However, IT IS ILLEGAL TO SHIP ALCOHOLIC BEVERAGES VIA THE U.S. POSTAL SERVICE. Private shipping companies have the right to refuse your shipment if they are informed that the package contains glass and/or alcoholic beverages. Be aware that entries mailed internationally are often required by customs to have proper documentation. These entries might be opened and/or returned to the shipper by customs' officials at their discretion. It is solely the entrant's responsibility to follow all applicable laws and regulations.

I got a reply. the contest is actually open to anyone. They even have some entries from the US.

I was going to send in some beer but for one, there are two sets of rules (the one sj posted up top but then another set on their website in PDF format). The second one said you're not allowed to send entries via Canada Post. FedEx ground is too slow to get it there in time given when I could send it by (and any other of their services is too expensive) but expedited via Canada Post would have. Oh well.

Yeah, that's one of the chnges they made to the standard format I am used to in sending entries in.
I sent mine via UPS and it wasn't cheap, although in line with what CP would have cost me.

I have a business account with CP so I can ship things via the expedited business rate for $10-15 and it gets there in about a day, but yes I agree if it has to get there in a hurry and you don't have that option, express post will be about the same as FedEx or UPS. Hopefully you get something out of it for the expense! haha
