lubricating beer taps?

Just bought a pair of beautiful chrome Intertap Faucets. I plan to mount them through my kegerator door and get some beer flowing!

I disassembled the taps to check out the inner workings (I can't help but tinker) and found that the plastic washer that the tap handle rides on seems to have some sort of lubricant on it. Is this just packing/assembly oil or if I hit this thing with PBW do I have to re-oil before re-assembling?

Does the place where the lubricant is contact the liquid at all? If not, it's probably there for a reason. If that's just for assembly, hard to say.
