Yes exactly just top up. I like to crash the full size starter in the fridge over night before brewing. Once I have my kettle full of wort, I steal about a pint, boil it and cool it quickly. Then decant the starter wort out of the flask and add the fresh wort on top. Idea being to wake the yeast up and get it going before pitching to the full batch, reducing your lag time and also increasing the effect of competitive inhibition. It also gives you some liquid to swirl the yeast around in a bit so you shouldn't have any left stuck to the bottom of the flask.
