Find a solid recipe on-line, in the Brewnosers recipe section, home brew shop or magazine. Once you try it ask yourself what do you like and what don't you. Make changes next time to the hops, malt etc. Don't be afraid to make mistakes and try something new.

How I create a recipe is deconstruct it first...what kind of beer do I want to end up with...flavors...body...colour. then I start with a solid base malt...Vienna, 2row or MO. Then the colour and body...so darker malts and wheat/oats for body/head retention. Mash temps are next and yeasts.
But if I'm brewing to style I always look to see what others started with and compare it to the guidelines

^what they said and...
Don't be afraid to brew the same beer 4-5 times in a row tweaking as necessary. Most of my best recipes are the ones where I followed the process Woody described but didn't wait to long between batches to figure out what I like. I find that even the most detailed notes don't do justice to in person testing. I've done 1-3 gallon batches to test the waters.

"Fill with mingled cream and amber,
I will drain that glass again.
Such hilarious visions clamber

Quaintest thoughts - queerist fancies
Come to life and fade away;
What care I how time advances?
I am drinking ale today." ~ Poe

Get your process down and figured out. Know your equipment.
Start with small 1-3 gallon batches and brew them as many times as you can to get what you want. I've went back to brewing 5L batches on my stove top. In the last 4 weeks I've brewed 7 times. I'm repeating multiple recipes and when I find a good one I will scale up to 10 gallons.
Brew your own articles online have been very good resource for me. Also the book designing great beers.
If you have any books that are specialized (e.g. Brew like a monk) they offer good tips.
I agree, notes are good but side by side comparisons of the same batch of beer that you have brewed multiple times is better.

I've found that just following the simple "don't use it if you don't know everything it does" I follow the same approach with engineering in recording music and with carpentry.... And relationships...
but in all seriousness I try to research as much as possible about every technique and every recipe ingredient.
You would be surprised about how much knowing the history of something can lead to inspiration in practices today.
