As an extract brewer (with no plans to change), is there any value in me picking up a copy of beer smith? I know what types of commercial beer I like, however, not sure how much "tweaking" can be done to extract recipies.

Any advice would be appreciated.

Beer Smith is a wonderful program for any type of brewing. It doesn't exclude partial mash or extract… There are options to choose Extract whenever you design a recipe. I am an all grain brewer so can't say I've ever looked into designing an extract recipe but i'm under the assumption that it would work the same as it would for all grain in the sense of telling you how much extract to use and amounts of specialty grains to get your colour and whatnot. Its a fairly inexpensive purchase for such a versatile tool. I'd say GO FOR IT!
